The Commercial Crew Program (CCDev) was a NASA initiative to develop safe and reliable commercial crew transportation capabilities to and from the International Space Station (ISS), replacing the Soyuz spacecraft after the retirement of the Space Shuttle in 2011. It began as a small technology development program and was rescoped in its second round into a competitive development program that awarded fixed-price contracts to private vendors, culminating in operational contracts to SpaceX and Boeing in September 2014.

Development of the Commercial Crew Program began in the second round (CCDev 2) after being rescoped from a technology development program to a competitive development program. NASA awarded nearly $270 million in April 2011 to four companies: Blue Origin, Sierra Nevada Corporation, SpaceX, and Boeing. Subsequent phases included CCiCap (originally CCDev 3), which awarded $212.5 million to Sierra Nevada, $440 million to SpaceX, and $460 million to Boeing for complete end-to-end crew transportation systems. The CPC phase 1 awarded smaller contracts for certification plans, and the final CCtCap phase awarded operational contracts in September 2014 to SpaceX (up to $2.6 billion) and Boeing (up to $4.2 billion).
SpaceX's Crew Dragon Demo-1 uncrewed test flight reached the ISS in March 2019 and returned via splashdown. Its first operational flight, SpaceX Crew-1, launched November 16, 2020. As of September 2023, SpaceX had completed seven successful CCP flights, with a total of fourteen contracted operational flights. Boeing's first uncrewed test flight in December 2019 failed to reach the ISS; a second test flight succeeded in May 2022. The first Starliner crewed flight launched June 5, 2024, docking despite helium leaks and thruster malfunctions, but its return was delayed indefinitely. On August 24, 2024, NASA decided to return the Starliner crew on SpaceX's Crew Dragon.
