The Military Orbital Development System (MODS) was a United States Air Force (USAF) project created by the Air Force Space Systems Division (SSD) in June 1962. It was the precursor to the Blue Gemini program, which was proposed in August 1962 to use off-the-shelf Gemini spacecraft to gain crewed spaceflight experience before MODS was launched. MODS was canceled in January 1963 by Secretary of Defense Robert McNamara, but was essentially revived in December 1963 as the Manned Orbital Laboratory (MOL).

The Military Orbital Development System (MODS) was created by the US Air Force Space Systems Division in June 1962. It was the original concept that led to the Blue Gemini proposal in August 1962, which planned to use off-the-shelf Gemini spacecraft for a series of seven flights to prepare for MODS. Blue Gemini was to end approximately four months before MODS was to debut.
Secretary of Defense Robert McNamara canceled both MODS and Blue Gemini in January 1963, deciding that military experiments could be carried aboard NASA's Project Gemini instead. On 21 January 1963, McNamara and NASA Administrator James Webb agreed to create a Gemini Program Planning Board to avoid duplication of effort.
In December 1963, McNamara approved the development of the Manned Orbital Laboratory (MOL), which was essentially a revived MODS. The Gemini B spacecraft, developed for MOL, included a tunnel through its heat shield to allow astronauts to reach the MOL spacecraft, and should not be confused with Blue Gemini.
